Business Case Preparation
Obtaining approval for a new primary care capital scheme from a PCT requires robust and professionally-presented business cases that draw on the knowledge and skills of a range of professionals.
Acton Shapiro specialises in this area. Our team routinely manages around 10 such business cases at any one time, principally acting under instructions from developers, but also on occasion from GP practices themselves. We can develop business cases from their inception through to their approval.

- analyse current facilities and identify shortfalls
- establish the policy context within which the business case is being brought forward – both nationally and locally
- estimate future demographic and other demand trends
- articulate local health needs and priorities
- undertake equality impact assessment
- establish options for change and evaluate preferred solutions to meet specific local requirements
- identify services, facilities and their space requirements
- carry out full risk analyses
- estimate revenue and non-recurrent costs
- carry out transition and project planning
- clearly articulate the approvals that are required from PCTs and the statutory basis for claims
- assist with negotiation and securing final agreements from PCTs for new schemes.
We can also lead the project planning groups for new capital schemes. This ensures that timescales are achieved, all relevant documentation is prepared and that effective communications are maintained between all those involved right throughout the process.
