Identifying the most appropriate and best value provider of new primary and social care facilities is a complex process, requiring specialist expertise and management capacity, which many PCTs do not have.
Acton Shapiro can offer comprehensive support through the whole of the procurement process. We will help you to obtain value for money and appoint high-quality contractors - and we can draw on our experience in procurement support with many PCTs to:
- apply relevant procurement law, specification design, financial modelling, planning regulations and design issues
- commission new providers under the Equalising Access In Primary Care Initiative
- lease pharmacy space in new primary care facilities – including space sub-leased by PCTs under commercial procurements arrangements Read more
- procure new buildings – identify potential space/premises, develop specifications, pre-qualification, tendering, selection, negotiation and facilitating the sub-lease to the point of Legal Close.
Our experience in this field is extensive – we’ve given procurement support to clients on schemes ranging from small GP surgeries to large ‘one-stop’ primary care facilities - and if you have already undertaken procurement, we can evaluate your processes and help you to learn lessons for the future. Recent procurement support projects:
Healthcare planning/bid writing
Acton Shapiro has acted as the healthcare planner for numerous GP-led organisations and PCTs. We have provided consultancy support for both purchasers and providers. In some cases this has been in the form of bid writing. An example of this would be drafting Invitation to Tender (ITT) documentation for Equitable Access (Darzi) bids on behalf of clients. For more detailed examples of our work in this area, please click here.
GP/commercial sector partnerships
We supported GP/commercial sector partnerships (One Medicare based in Leeds/Wakefield and a number of Assura GP Partnerships in Stockton, Hartlepool and Macclesfield) that have been successful in winning APMS contracts. Other recent projects in this area include work with NHS Rotherham, as they prepared their Invitation to Tender (ITT) documentation for the GP-led Health Centre which was being procured under the Equitable Access Programme. We have also been working with NHS Hull to help build capacity amongst GP practices to bid for Any Willing Provider (AWP) and other local contracts. |
