World Class Commissioning
Acton Shapiro is a founder member of Partners in Commissioning (PiC), a consortium that is part of the Department of Health’s Framework for procuring External Support for Commissioners (FESC).  This framework allows us to provide call-off commissioning support to PCTs as needed.  Additionally, PiC is well positioned to support Practice-Based Commissioning.  Consortium members work in partnership to provide comprehensive support to PCTs, sharing common aims and objectives.
 
We support all 11 World Class Commissioning competencies.  We can:

1. Lead the NHS locally
•  Facilitate workshops focusing on engagement between the PCT and primary and secondary care providers, PBC groups, social care and other local organisations.
•  Conduct interviews with key leaders and stakeholders in the local healthcare economy.
 
2. Work with community partners
•  Facilitate the development of the Local Area Agreement (LAA) by bringing together the local authority, PCT, third sector organisations and patient/community groups for dialogue and priority setting.
• Support the PCT with stakeholder engagement.
 
3. Engage with public and patients
• Provide guidance on the requirements for Section 242 of the NHS Act 2006 and related public engagement and equalities legislation.
• Conduct public engagement exercises for the PCT, including public surveys, one-on-one interviews and group consultation.
• Engage with 'hard-to-reach' groups in the community, as well as other stakeholders and patient support groups.
 
4. Collaborate with clinicians
• Conduct workshops with clinicians to determine their priorities as commissioners and providers of care.
• Run options appraisal workshops where clinicians assign weightings for success criteria and judge the suitability of a number of service redesign options.
• Design information and publications for clinicians, patients and other key groups.
 
5. Manage knowledge and assess needs
• Conduct a robust Equality Impact Assessment (EIA) to gauge the effect of all proposed service redesigns on patients, targeted patient groups & different community sectors.
• Analyse health needs data at locality level to determine 'hard-to-reach' groups.
 
6. Prioritise investment
• Create a Strategic Services Development Plan to identify future service needs and premises options for primary and community care provision.
• Run options appraisal workshops for clinicians, patients and other stakeholders.
• Incorporate decisions about priorities into business cases and related proposals.
 
7. Stimulate the market
• Give organisational development support to PBC groups and individual providers, including workshops, strategy planning, acquisitions & mergers, legal company formation.
• Provide tendering support for PCTs and/or providers for Any Willing Provider (AWP) procurements or other primary care tenders (e.g. EAPMS), as listed in Competency 9.
• Advise the PCT on appropriate key performance indicators (KPIs) for inclusion in APMS and other appropriate primary care contracts.
 
8. Promote improvement and innovation
• Facilitate workshops focusing on service provision and innovation between the PCT and primary & secondary care providers, PBC groups, social care and other local organisations.
• Support pilots for Integrated Care Organisations (ICOs), including organisational development work and facilitating negotiations/engagement between the PCT and the ICO.
• Support the development of PBC business cases by working directly with providers to develop them.
 
9. Secure procurement skills
• Advise on all aspects of tendering and OEJU procurement regulations.
• Assist PCTs in executing the entire tender process.
 
10. Manage the local health system
• Advise PCTs on appropriate Key Performance Indicators (KPIs) for inclusion in APMS and other appropriate primary care contracts.
• Facilitate discussions with providers on improving performance.
• Design reporting mechanisms for PCTs that flag up urgent issues concerning provider performance.
 
11. Make sound financial investments
• Write business cases for new premises developments, PBC services, and clinical service reconfigurations.
• Carry out financial modeling of the impacts of new services or commissioning decisions.
