Identifying the most appropriate and best value provider of new primary and social care facilities is a complex process, requiring specialist expertise and management capacity that many PCTs do not have. - apply relevant procurement law, specification design, financial modelling, planning regulations and design issues
- commission new providers under the Equalising Access In Primary Care Initiative
- lease pharmacy space in new primary care facilities – including space sub-leased by PCTs under commercial procurements arrangements
- procure new buildings – identify potential space/premises, develop specifications, pre-qualification, tendering, selection, negotiation and facilitating the sub-lease to the point of Legal Close.
