SCIE Knowledge Review of Outcomes Focused Services for Older People
June 2005 to February 2006
Acton Shapiro and the Social Policy Research Unit at the University of York were commissioned by the Social Care Institute for Excellence to conduct a knowledge review on achieving outcomes-focused services for older people in England and Wales.
There were three main stages to the study:
- a review of existing research
- a postal survey of current practice in England and Wales
- an in-depth case study work in six Local Authorities.
The fieldwork for the case studies included individual interviews and small group discussions with managers and practitioners from social services, intermediate care services and the voluntary and independent sectors. We also conducted interviews with older people in their own homes and in residential homes and held group discussions in day centres. The interviews and group discussions with practitioners and managers were recorded using a minidisc and transcribed. Detailed written notes were made of the sessions with older people. All the material gained from the interviews and group discussions was analysed thematically.
The evidence from the review was published by SCIE in December 2006 to inform other authorities developing their outcomes approach –
